For 2008, the capital gains rates for taxpayers in a regular tax brackets of 10% or 15% will benefit from a new 0% tax on their capital gains. This will primarily help seniors who are re-arranging or liquidating investments during 2008. Children with significant income are taxed at their parent' tax rate for income over $1700 and would not receive a large benefit. Let's hope they cashed out of stocks before the market tanked and had gains to report. An excellant article is found at:
